AWS Clearinghouse

Ms. Durcsak oversees the development and execution of PCIA's advocacy strategy as well as the performance of PCIA's Frequency Coordination department, culminating in the successful introduction of AWSClearinghouse.com.

Prior to joining PCIA, Ms. Durcsak served as a Senior Process Engineer with RGS Associates and as a Principal Consultant with PricewaterhouseCoopers. In these roles, Ms. Durcsak provided management consulting services to public and private sector clients and frequently was selected to lead large, complex multimillion dollar projects.

Ms. Durcsak holds a Master of Arts in business (human performance systems) from Marymount University and a Bachelor of Arts and a Bachelor of Education from Acadia University. She also earned a Post Baccalaureate Certification in total quality and productivity management from the Technical University of Nova Scotia.

Mr. Brogan oversees the business processes associated with the administration of AWSClearinghouse.com, thereby identifying cost-sharing opportunities for AWS entrants and self-relocating incumbents in the 2.1 GHz band. Mr. Brogan currently reports to the Senior Director of Industry Services.

While at PCIA, Mr. Brogan also served as Manager, Microwave Clearinghouse for the original PCS Clearinghouse. In this capacity, he participated in the Technical Working Group and was responsible for executing the business processes associated with the administration of the cost-sharing plan.

Prior to joining PCIA, Mr. Brogan held a Master License for Life, Health and Accident insurance from the State of New York where he served as a licensed insurance agent and customer service supervisor with I.S. Direct Agency. In this role, Mr. Brogan was responsible for the development and implementation of the company's customer service training manual, the supervision of all call center staff and had oversight responsibilities for the core business process. Before that, Mr. Brogan worked extensively in the hospitality industry, where his experience includes operations management for two large area hotels.

From 1997 through 2001 Francine Langevine worked for PCIA as a Senior Frequency Coordination Specialist where she served in all levels of frequency coordination ranging from VHF to 800MHz.

From 2001 through 2005 Ms. Langevine worked for Nextel Communications as a Spectrum Analyst in the Spectrum Management group where she negotiated 800MHz spectrum license acquisitions; closed spectrum deals and initiated processes to support the 1.9/2.0 and 2.5 GHz spectrum rights administration.

In 2005, Ms. Langevine briefly worked as a Contract Administrator with Sodexho, Inc. before re-joining PCIA in January 2006. Her current duties at PCIA include working in the frequency coordination group, managing the Commercial Radio Alliance membership group, and assisting in the launch and administration of AWSClearinghouse.com.

Ms. Langevine earned a Bachelor of Science degree in Social Science and Economics from University of Maryland University College.
