Leadership Team

Connie Durcsak
Senior Director of Industry Services

Ms. Durcsak oversees the development and execution of PCIA's advocacy strategy as well as the performance of PCIA's Frequency Coordination department, culminating in the successful introduction of AWSClearinghouse.com.

Prior to joining PCIA, Ms. Durcsak served as a Senior Process Engineer with RGS Associates and as a Principal Consultant with PricewaterhouseCoopers. In these roles, Ms. Durcsak provided management consulting services to public and private sector clients and frequently was selected to lead large, complex multimillion dollar projects.

Ms. Durcsak holds a Master of Arts in business (human performance systems) from Marymount University and a Bachelor of Arts and a Bachelor of Education from Acadia University. She also earned a Post Baccalaureate Certification in total quality and productivity management from the Technical University of Nova Scotia.

John S. Brogan
Operations Manager
PCIA AWS Clearinghouse

John Brogan is the Operations Manager of PCIA’s AWS Clearinghouse, which is designated by the Federal Communications Commission to manage cost-sharing for spectrum relocation in the 2.1 GHz band. The AWS Clearinghouse is based on PCIA’s internationally recognized PCS cost sharing clearinghouse, at which John served as a senior staff member. John is the most experienced and foremost expert on cost sharing processes and rights in the U.S.

Prior to joining PCIA, John held management positions in the insurance and hospitality industries.

Francine Langevine
Analyst
PCIA AWS Clearinghouse

From 1997 through 2001 Francine Langevine worked for PCIA as a Senior Frequency Coordination Specialist where she served in all levels of frequency coordination ranging from VHF to 800MHz.

From 2001 through 2005 Ms. Langevine worked for Nextel Communications as a Spectrum Analyst in the Spectrum Management group where she negotiated 800MHz spectrum license acquisitions; closed spectrum deals and initiated processes to support the 1.9/2.0 and 2.5 GHz spectrum rights administration.

In 2005, Ms. Langevine briefly worked as a Contract Administrator with Sodexho, Inc. before re-joining PCIA in January 2006. Her current duties at PCIA include working in the frequency coordination group, managing the Commercial Radio Alliance membership group, and assisting in the launch and administration of AWSClearinghouse.com.

Ms. Langevine earned a Bachelor of Science degree in Social Science and Economics from University of Maryland University College.
